Providing support to the poors for free might have a couple of drawbacks as follows. It is compulsory policy, not from their own mind. Volunteering only exists when its original meaning implies. For example, the high school students under this program might help the neighbours with souless mind and they would only want to get the certificate that could prove how much time they help others.
