The new technologies are good or bad?

If new technology can create now, it'll be good or bad to create it right away? In my opinion, I don't think this is good.
Because I do see two main reasons.
First, that new technology can be unnecessary. If they made unnecessary thing the company which made that technology can lose their fund without benefit. And in addition, while creating new technologies, our civilians' monies also wasted.
Second, the technology which starts from a good point could lead to bad purposes. There were many cases in the past. For instance, dynamite was a good invention to make efficient for miners, so they can work fastly. However, it used as a weapon in the war, and still, it is.
To summarize, new technology can be unnecessary and can be abused.
