Third, as institutional measures to activate this community, the highest percentage of responses was "support for the learning community operation budget." Fourth, as a desirable activity method for this community, the highest percentage of responses was "menti-mentor activities of pre-service and in-service teachers". Based on the above major research results, this study suggested plans to activate the learning community of pre-service and in-service teachers.
